Iknow this has no bearing on your Snohomish case, but I (still working) & several retirees are having battle  for years, with our Board about what should & should not be covered. No one seems to care about honor or commitment to the old guys now retired or the few of us still active. Is there some way you could be persuaded to look into this? there are a number of us that would be so grateful.
