Note:  These twelve people are the total membership of the LEOFF 1 Coalition.  While they like to claim 4,000 members they only have a mailing list that they claim has 4,000 names.  We suspect that is not correct.  In any event, only the following 12 people have any vote.  They elect themselves and have veto power over the appointed members.  Of the 12 members, eight are at-large members.  They represent no one but themselves.  The other four members, although appointed by their respective organizations, are members of the Coalition subject to the continued acceptance of their membership by the full board.  We see it as a private club.
